How to apply

Start eighteen months out. Everything after that is sequence.

Most refused or delayed applications are not weak students. They are late documents, funds shown in the wrong form, or a program that turned out not to qualify. This is the order the work actually happens in.

Four things to get right first

The decisions everything else depends on.

Institution DLI only

A study permit is only issued for a Designated Learning Institution. If a school is not on the DLI list, no permit follows, whatever the offer letter says.

Attestation PAL or TAL

Most study permit applications need a Provincial or Territorial Attestation Letter from the province. The institution requests it. Some graduate applicants are exempt.

Money Tuition + living

You must show first year tuition plus a set living cost figure that IRCC updates every year, plus travel. Quebec sets its own amounts.

Program Check the list

For college diplomas and certificates, the post-graduation work permit depends on the field of study list. Degree programs are exempt from that check.

Figures and eligibility rules change, sometimes mid-year. Every number on this page should be confirmed against canada.ca for your intake before you commit money. We do that check on every file we handle.

The timeline

Eighteen months, in order.

Counted backwards from the first day of class. A September intake means starting in roughly March of the previous year. It can be done faster, and it is more expensive and more fragile when it is.

18 to 12 months out

Decide the program, not just the country

This is the stage that determines everything downstream, and the one most students rush.

  • Shortlist programs at designated learning institutions that match your grades and budget
  • For a college diploma or certificate, confirm the field of study qualifies for the work permit
  • Check whether the program includes a required work placement, which needs its own permit
  • Book a language test date, since seats fill months ahead in many cities
12 to 10 months out

Sit the language test and gather academics

Results take weeks and institutions want them with the application, not after it.

  • Take IELTS Academic, TOEFL iBT, PTE Academic, CAEL or CELPIP, depending on what the institution accepts
  • Request official transcripts, and have them translated by a certified translator where needed
  • Order a credential assessment if the institution or program asks for one
  • Draft the statement of purpose. It is read, and a generic one costs you offers
10 to 8 months out

Apply to institutions

Apply to more than one. A single application is a single point of failure.

  • Submit applications with transcripts, test scores, statement of purpose and references
  • Pay application fees, which are generally not refundable
  • Track each deadline separately, because they differ by province and program
8 to 6 months out

Accept an offer and secure the money

The letter of acceptance unlocks the permit application, and the funds must be visible and in the right form.

  • Accept the offer and pay the tuition deposit to receive the letter of acceptance
  • Ask the institution to request your attestation letter from the province
  • Arrange proof of funds, often a Guaranteed Investment Certificate from a Canadian bank
  • Funds that appeared in the account last week are a common reason for refusal. Show history
6 to 4 months out

Apply for the study permit

Processing times vary widely by country and season. Apply as early as the documents allow.

  • Submit the study permit application with the letter of acceptance, attestation letter and proof of funds
  • Pay the permit fee and the biometrics fee, then attend the biometrics appointment
  • Complete an immigration medical exam if your country or length of stay requires one
  • Provide a police certificate if asked
3 to 1 months out

Housing, flights and arrival

Approval arrives as a letter of introduction. The permit itself is issued at the border.

  • Arrange accommodation, on campus if possible for a first year
  • Book flights only once the approval is in hand
  • Register for provincial or institutional health coverage, which differs by province
  • Carry the acceptance letter, approval letter, funds proof and attestation letter in your hand luggage
First month in Canada

Set up properly, once

Doing these in the first weeks avoids most of the problems students write to us about later.

  • Apply for a Social Insurance Number, which you need before any paid work
  • Open a Canadian bank account and confirm your health coverage is active
  • Confirm your work hours limit for the current term before accepting a job
  • Keep full-time enrolment. Dropping below it can affect both your permit and your future work permit

What you will be asked for.

Exact requirements depend on your country, your province and your program. This is the set that covers most applications.

Identity

Valid passport

Valid well past your intended stay. The permit will not be issued beyond passport expiry, which quietly shortens some study permits.

Institution

Letter of acceptance

From a designated learning institution, naming your program and start date.

Province

Attestation letter

Provincial or territorial. Required for most applicants since 2024. The institution requests it, so ask early rather than waiting.

Money

Proof of funds

Tuition plus living costs plus travel, with a visible history. A Guaranteed Investment Certificate is the cleanest form for most applicants.

Academics

Transcripts and certificates

Official copies, with certified translations where the original is not in English or French.

Language

Test results

Accepted tests and minimum scores are set by the institution, not by us. Results expire, usually after two years.

Written

Statement of purpose

Why this program, why Canada, and what you intend afterwards. It is assessed, and it is where a weak application shows.

Health and security

Medical exam and police certificate

Required depending on your country of residence and the length of your stay. Book the medical with a panel physician only.

Biometrics

Fingerprints and photo

Given at a collection point after you apply, and generally reusable for ten years.

If applicable

Custodian or family documents

Minors need a custodian declaration. Accompanying family members have their own applications and requirements.

Never send original documents to anyone who is not the institution or the visa office, and never pay a fee to a person rather than an organisation. If someone guarantees a visa, that is not a service, it is a warning.

Working

Work rights are specific. Assume nothing.

Work rules attached to a study permit have changed more than once in the last two years, in both directions. The rules that apply are the ones in force for your permit and your term, not the ones a forum post describes.

Three that catch people out:

Check before you accept a job

Hours during term. Off-campus work during an academic session is capped, and the cap has been revised recently. Full-time work is generally allowed during scheduled breaks only.

Placements need their own permit. If your program requires a co-op or internship, that placement usually needs a separate co-op work permit applied for alongside the study permit.

Family work permits narrowed. Eligibility for a spouse or partner to hold an open work permit is now limited to certain program levels. Confirm before planning around two incomes.

Working more than your permit allows can end your status in Canada and your eligibility for a post-graduation work permit. It is the single most expensive mistake a student can make here.
